The Ventriloquist (Wesker) & Scareface

One of the most bizarre criminals in Gotham City, the Ventriloquist (real name Arnold Wesker) is a crime lord who directs all orders (and executions) through a wooden dummy named Scarface. A female crime lord, named Peyton Riley, has also assumed the alias after Wesker's death. (1)
