Two years after the Reach's defeat, Kaldur is now Aquaman and co-chairs the League with Wonder Woman; Miss Martian leads the Team and is Superboy's fianceé; Artemis is still mourning Wally's death and now lives with the clone Roy, now called Will. With metahuman trafficking of children reaching new levels, being sold on Earth and across the galaxy as weapons, The Justice League is unable to intercede operations due to U.N. Secretary General Lex Luthor hamstringing their efforts, even humanitarian missions. Recognizing the restrictions, Batman with Green Arrow and four other heroes, along with their respective proteges on the Team, quit in a pre-planned move to operate as vigilantes again. Black Lightning also quits, but to recover from an incident on Rann weeks earlier: where he used his powers on Plasma, a 14 year old girl named Ana Von Furth who was sold as a weapon and died due to heart failure. Days later, the King and Queen of Markovia announced their plans to help ending metahuman trafficking, which took their daughter two years prior. They are assassinated by a Quraci metahuman speedster, placing Markovia under martial law of the queen's brother, Baron DeLamb, serving as the Regent until eldest son, Crown Prince Gregor, turns 18 to rule. Gregor's younger brother, Brion, wants to form a metahuman team that can end the metahuman traffickers and learns he tested positive for the meta-gene from Dr. Jace. Nightwing and Oracle discover that the metahuman trafficking labs are using a tar-like substance from Markovia and recruit Superboy and Tigress to help infiltrate Markovia. Dick also asks Black Lightning to join, but Davis is hesitant due to his guilt over the trafficking victim and his fluctuating powers, but eventually agrees to join.
